A. No it only depends on your monitor, and that's it. The monitor is what refreshes the screen not the motherboard.

Q. I use computer very frequently, and I would like to know if my LCD monitor preferences are tuned-up the best way possible. I have only 70Hz refresh rate available in Monitor Preferences.
